The Wollongong City Council spokesperson on the WCC 2007-2011 Social Plan audio summary says that the means of participating in community matters include “Ward Councillor forums … each held four times a year in your local Ward.”
There will be no elected Councillors until September, 2012. That is, during the whole of the remaining period of the social plan.
Council has confirmed that this was a mistake, and the audio material on the Social Plan was in need of updating. However, there appears to be some doubt about whether or not Council will now provide a replacement audio summary of the social plan.
Council actively promoted the social plan during December 2008 via the media, encouraging people to learn more about it.

I have long been a great believer in getting the point of view of people who are non-literate. They often know things about parts of life which more literate types (including me) have lost touch with. We need their input.
And this group may include some Koories and other busy people who know vast amounts about the local area but have little time or patience for written materials. A ‘social plan’ must go that extra distance in order to reach and engage many of the people it talks about.
So it is really very important that Council information provided to people in audio form is what they require in order to fully participate in local government.
It is disappointing to find that anyone using the audio source of information is being provided with out-of-date material. While Council should be rightly criticised for this short-coming, things cannot be allowed to rest there.
What will be inexcusable would be if Council now fails to provide a fully up-to-date replacement audio summary of the WCC 2007-2011 Social Plan which:
1. acknowledges the problems posed for any local government social plan in the absence of elected Councillors, and
2. spells out very clearly indeed the community engagement options which are to begin in early 2009, including Neighbourhood Forums and the regular meetings of Neighbourhood Forum Convenors with the Administrators.
Note that the downloadable .pdf version of the social plan summary brochure says:
“Do you have difficulty reading printed material or know someone who speaks a language other than English? Council would like to pilot the provision of the Social Plan in alternative formats such as audio and translated material. Please contact Council … to find out more.”
Well, here is a great opportunity for some innovative best practice at WCC (after a faltering start to 2009).
WCC is to be encouraged to provide audio and web-based materials for us all.
What about having someone from WCC providing a WCC 2007-2011 Social Plan summary on You Tube?
