ORDINARY MEETING OF COUNCIL
HELD ON TUESDAY 15 DECEMBER 2009
ITEM 6 – PROPOSED LOCALITY BASED DEVELOPMENT CONTROL PLAN PROVISIONS – HEADLANDS HOTEL SITE, AUSTINMER (SU26984) – REPORT OF MANAGER ENVIRONMENTAL STRATEGY AND PLANNING (RZ) 3/12/09
205 RESOLVED UNANIMOUSLY that –
1 A draft locality based Development Control Plan chapter be prepared for the Headlands Hotel site at Austinmer for inclusion into Part D of Wollongong Development Control Plan 2009.
2 Stakeholder consultation be undertaken during the preparation of the Draft Development Control Plan 2009 amendments.
3 The draft chapter be reported to Council for its consideration, prior to public exhibition.

MR STEPHEN BOWERS, SD MASTERPLAN ARCHITECTS – ITEM 6 – PROPOSED LOCALITY BASED DEVELOPMENT CONTROL PLAN PROVISIONS – HEADLANDS HOTEL, AUSTINMER
Mr Bowers addressed the meeting and requested that in considering whether to adopt a process for preparation of a Development Control Plan for the Headlands Hotel site, Council take into consideration that a number of studies have been conducted and comprehensive work carried out in relation to the site. Council has a Master Plan for the adjoining open space areas and Mr Bowers felt that the resources which needed to be diverted to preparing a site specific Development Control Plan for the site perhaps could be deferred until such time as the current study is fully considered. There is currently a comprehensive application before Council seeking that the development application be considered, prior to the DCP proceeding. The question is if Council decides to proceed with a DCP, can a transition be incorporated?
Administrator Kibble advised that from Council’s perspective, this site is regarded as one of the most important sites on the Wollongong coast and the Council report is recommending the preparation of a DCP to guide development on that site.
Administrator Kibble felt that the recommendation contained in the report was very important in terms of the site. She stated that Administrators were also aware that there is a current development application for the site.
