PRECIS
This report outlines the process employed by the Community and Cultural Services Division in the review of Neighbourhood Committees. It proposes the introduction of a Precinct Committee Model that is consistent with the draft Wollongong City Council Community Engagement Framework.
RECOMMENDATION
1 Council adopt the proposed Precinct Committee Model to replace the existing Neighbourhood Committee process.

MOVED Councillor Martin seconded Councillor Cartan that –
1 Consideration of the proposed Precinct Committee Model to replace the existing Neighbourhood Committee process stand deferred pending the preparation of the Planning Consultation and Notification Policies mentioned in Part 2 of the Recommendation contained in the report.
2 Upon completion, the two policies be referred back to Council at the same time.

An AMENDMENT was MOVED by Councillor Brown seconded Councillor Wood that –
1 Neighbourhood Committees be disbanded.
2 A further report be submitted which examines options for new models for community engagement and legitimate community consultation and the models receive wide community consultation.
3 Options not be limited to a single process or structure and options include further consideration for new technology such as on-line forums.
4 The process include less formal structures such as drop-in centres or events.
The AMENDMENT on being PUT to the VOTE was CARRIED.
The AMENDMENT then BECAME the MOTION.

The MOTION was PUT and CARRIED.
CALL FOR DIVISION
Councillors Martin and Cartan called for a division on the above item and as a result, Councillors Darling, Zanotto, Brown, Kent, Gigliotti, Jonovski and Esen were recorded as voting for the resolution and Councillors Griffiths, Anthony, Cartan, Martin and Wood were recorded as voting against the resolution.
