NEW NEIGHBOURHOOD FORUM 2

With the election of the new Councillors there has been some interest in renewing Neighbourhood Forum 2 – which, as it has evolved over the years, now covers an area from the Sea Cliff bridge south to the north of Austinmer, and over the escarpment to Maddens Plains.

In co-operation with Wollongong City Council, a Neighbourhood Forum will be held at the Coledale Community Hall on Thursday 24 November between 7 and 9 p.m..

One of the items for discussion will be whether or not we should retain Neighbourhood Forum 2 or seek to merge with Neighbourhood Forum 3 (Austinmer, Thirroul, Bulli …). If we decide to continue with NF2 then we will need to comply with the NF Charter in terms of registering and electing a Chair etc.

Additionally, with Council now in the process of formalising the result of the recent Community Summit/2022 Community Strategic Plan, there may be a role for NF2 in the consultation process (now and in 2012) to represent our communities interests.

There may be other agenda items of community business which need to be discussed.

No action from WCC regarding lack of NF2 – and now NF3.

Neighbourhood Forum 2 recently folded and advised WCC of this. With Alice Cartan standing down as Convenor of NF3 to contest the Council election there is also no NF for that area as well.

This means there is no NF for an area which covers Clifton, Coalcliff, Coledale, Maddens Plains, Scarborough, Wombarra, Austinmer, Bulli, Thirroul and Woonona. This will remain the case for at least some months to come.

To me this points to serious shortcomings in the present Council-community consultation process. We require properly constituted and properly resourced Precinct Committees (as committees of Council) to carry conduct important community business.

Here is the WCC reply to my message asking what action WCC would be taking to ensure important community business could continue to be done:

Neighbourhood Forums

I am writing in response to your letter raising concerns over the closure of the Neighbourhood Forum Two group who have until recently met at Coledale.

It is indeed regrettable that this group is no longer meeting. My understanding is that numbers had declined and that members were not willing to stand as Convenor. As an independent community group this is their decision to make but a sad one as they had operated for a long time and we enjoyed consulting with them.

At this stage we will not be looking to intervene to establish a new group in area two. The Wollongong 2011-14 Management Plan lists a review of Council’s Community Consultation Policy as a key project for 2011-12. We adopted a revised Policy in 2010 with a review date of 2012 and it was always our intention to review that Policy with the newly elected Council. As you know the policy sets out a number of key activities and engagement methods used by Council. We have always been very clear that the Neighbourhood Forums are one of many ways we engage with the community.

Council has consulted the community at forum meetings on a number of topics including Dogs on Beaches, and Management Plans as well as running kiosks at events, drop in information sessions and online surveys on the same topics. Neighbourhood Forums are a valuable way we work with the community but in the absence of Neighbourhood Forum Two there are many other ways the community can contribute. Should a group of residents seek to reform the Neighbourhood Forum Council staff will support it as per the current policy.

Should the Neighbourhood Forum remain dormant I would encourage yourself and all other interested community members to engage with Council through our other engagement activities, our customer service centre, phone, letter or email. You are also welcome to attend the Neighbourhood Forum at Helensburgh. The Thirroul Forum is not currently meeting but has not folded, if a member will come forward to stand for election as Convenor then their meetings will resume.

Council – no reply to lack of NFs

Dear Mr Farmer

It is well over ten working days since my original message and i have not received a reply to the matter i raised regarding the lack of a Neighbourhood Forum 2.

I understand that Neighbourhood Forum 3 is now also no longer functional.

This means that important community council business (such as the Headland Hotel plan) cannot be properly considered by our local communities.

Could you take serious action to ensure that our communities are not denied the opportunity to participate in these major matters and put some interim measure in place until the new Council is elected and had a chance to meet.

1 The community be consulted about potential revision of Neighbourhood Forum boundaries.
2 Council consult with the community in relation to membership attendance at Neighbourhood Forums.
3 Council continue to support and promote Neighbourhood Forums.
4 Council further develop e-consultation techniques.
5 Council update the Community Leaders Meeting with Administrators Charter to become the Neighbourhood Forum Leaders Meeting with Administrators Charter.
6 Council promote Public Access Forums to encourage broad participation by community members.

Request for info – NF2 – any suggestions to improve community awareness of NF2 meetings?

Danie, the person who sends out the agenda for NF2 has said that she is “… very interested to hear back from anyone who knows how other NFs advertise their meetings and agenda items.”

NF2 sends this information out to a local email list and puts a notice in the noticeboard outside the Coledale Community Centre.

They also have a website – see http://www.ccnc.org.au/agenda_for_next_meeting.html

The Council also has some weblinks to NF2 and info in the weekly Council pages.

The NF2 request is part of an effort to find ways by which the local community can learn more about the regular monthly meeting, in light of recent experiences where there was some criticism from local people who have been unaware of the Neighbourhood Forum process.

NF2 folk did letter-box the area when they were still a Local Area Meeting (Clifton to Coledale Neighbourhood Committee) and have held some non-meeting community events (e.g. a walk), and were putting regular reports into the local newspaper.

This suggests to me that it is a problem which should be seriously tackled by WCC since Neighbourhood Forums are a key part of their community consultation process – and yet many people remain unaware of their existence, let alone how they work. Looks like that WCC failed to engage with the wider community when they opted for this model. This may be another matter for the external review to take up early next year.

Any more suggestions for NF2? I did draw their attention to the use of Facebook by NF 7.
